First

These two lead me to believe that where XV1 was an overelaborate training day for your Time Patroller (who was treated as the elite of the elite pretty much from the start), XV2 will have you in the Time Patrol Academy, that is, starting from a lower position in the now greatly expanded Time Patrol corps.
Now, it might not make sense for them to not let you graduate until you're powerful enough to kill Beerus with your tongue, but that doesn't mean they won't do it anyway.
It would also make the different mentors you unlock and the letter grades for each mission have more integration with the plot, if I am right.
Furthermore, there is a large grey castle with shenron carvings visible in almost every shot (making me think it's in the center of the hub world), but I'm 99% sure that's just the residence of whoever the Kai is that's in charge of the time patrol. Likely SKOT.
However, if I am correct, then this may well be The Academy and the place you go to to do story missions, much like the Time Nest in XV1.

Return of Frieza confirmed their "base power" is pretty much entirely their chi. That is, if they lower their chi, they can be hurt by a small stone or killed by a shitty ring laser.
Meaning stronger chi = stronger body = stronger kaioken. Super Saiyan (used to) multiplies his base power by 50.

Again, not really? Even the limited-ass CaC from XV1 allowed you do make fridges that resembled multiple forms. So all you have to do is let the player decide what changes between forms. As long as they improved the original CaC you're probably golden. Same applies to Majins, for instance. You can make "super Boo", "kid Buu", and Ultra Buu" from the basic XV1 customization options. So if I make a normal majin, and save a "kid" majin as a transformation, no real extra work would be required.

Goku always achieves a new power-up first, but Vegeta often exceeds that powerup by pure anger at times. SSJ2 Vegeta pummeled Beerus while SSJ3 Goku couldn't land a hit.

Kaioken is less stressfull the stronger your body is.
Super saiyan makes your body stronger. Therefore, a super saiyan should be able to handle kaioken better than a normie.
Bringing back the Kaioken is cool fanservice, but from a writing perspective it's a real dumb mistake. Now vegeta can't compete unless he learns the Kaioken too, because he'll always be 10 or more times weaker than Goku.

I mean nearly all of the characters are already ripped, you'd just need to scale the limb bones a little bit. Worst case scenario the shoulders wouldn't hulk out right and you'd have to do a manual grow-along-vertex-normal operation, but it'd be a fairly trivial fix. Not like going from Freeza 2 to Freeza 3 or Cell to Perfect Cell or anything.
I mean "hulking out" is basically 1 slider in any game with a character creator, you can see how it wouldn't be hard to repurpose that kind of vertex transformation for most humanshape models.

And that's part of the problem, don't you realize? The consistency between forms is pretty much gone in DBS. Goku supposedly absorbed god power so his base is close to god power. Then there's the super saiyan, which is a multiplier, but it can't be as strong as it used to be, or Goku would be stronger than Beetus. Then there's SSB, which is described as just super saiyan with God power. Same issues as the base super saiyan form (why does he still have a normal ss since he now works with god ki).
And now there's an extra x10 boost that complicates things further. Just how much weaker than beerus is goku supposed to be? How did he continue fighting beerus in his base form? How am I supposed to believe that goku entertained beerus in a fight if he's apparently 20x weaker or more?
It's just a huge mess, all you can really do is accept the power differences as they're stated only in the moment they're stated and never try to compare them logically because then the whole thing falls apart.

The army did have specialized units. Remember the red ribbon commanders? Blue was an astounding martial artist. The thing is, power scale in dragon ball literally exploded over something like a decade. Most humans can't dream of even reaching Roshi's level, he was known as a god of martial arts at the start of the series. So it's simply not cost effective to try and train your soldiers into Z-fighters, it's extremely unlikely they'd ever achieve any kind of worthwhile mastery of Zwee-fighting.
