I'd like to say this: The best game of 2015 should be the one that had the least gimmicks. It should be straight forward, have excellent gameplay, no limitations, and no pandering or stupid fanservice. It should also have very little story, as cinematics and excessive cutscenes belong in movies, not video games. This means the following:

But that's the same point. You do Genocide because it's there, and you want to see what content that its existence will bring to you if you go through it. There's the ingame idea that there's no reason to do it and that you're just doing it to see what happens, and there's also the outside reason for the genocide boss fights. Genocide's main message is that you don't HAVE to complete every game you have to its fullest if you don't like it's content, and then even mirroring long-haul RPGs with high level caps by not giving you any satisfaction once you reach the end, sort of like leveling up to the furthest possible level in an RPG, but not feeling any joy out of it for the completion, you just feel tired.
That being said, the post itself wasn't talking about the meta-message of Undertale, it was talking about the actual narrative of Undertale and how Chara actually fits into the game's backstory, and into the events of the game itself.

You raised a point in the previous thread about how Undertale uses physics objects as bullets, and thus that disqualified it from being classified as a bullet hell.
How does the way the bullets are programmed into the game, if the way doesn't even affect how the game is played, change how the game is categorized? If anything it just makes the bullets in Undertale more versatile since they can bounce and be affected by gravity instead of simply being used in large swaths of geometric patterns like most bullet hells, so why are physics objects bad?

It felt like someone strung parts of Earthbound and OFF together without understanding what originally made those games good.
The entire character of Sans is just The Judge except a skeleton instead of a cat. They're both colored white, have an unchanging grin, a dead brother, judge the player throughout the game, only stop the player before they're about to destroy the world, etc. Maybe I'm reading too deep into it but that's what it felt like.

Can you take the plot with any ounce of seriousness when Kratos is just violently murdering everyone in his path, sometimes just because he can? The Geno run does have issues in terms of fun and playability, I'll give you that, but I feel like the grind is over-exaggerated. Even in Hotland/The Core where nearly 40 enemies are required, it takes less than 35 minutes, and there are still somewhat engaging fights that you rarely see in other playthroughs like Knight Knight and Madjick.
The two boss fights that it yields and the new exposition, I think, make it worth it, but you are right in that it's not perfectly implemented. A few grindy bits of poor implementation do not make it not-a-game, though.

The point is that bullet hell doesn't JUST have to be about memorization and execution, it's also about being able to skillfully weave your way through the bullets in real time like shmups. I've played bullet hells like that, a lot, actually where it's not just based on memorization, as if you look hard enough you can avoid the swath of bullets if you can predict where they'd go quickly enough. Not ALL bullet hells are unfair to the point of forcing you to memorize the patterns before you can even get past them, many of them could be dodged if you simply had the skills to find the place you could do so in fast enough.
