Its much worse than you realize. SquareEnix localized Dragon Quest VI, IX and Joker 2 all at the same time. But then someone in management decided not to release them. And Nintendo had to step in and play for the release. Nintendo had to pay SquareEnix for the privilage to release games they had already localized, but were just sitting on.
When the 3DS rolled around, they didn't even bother to localize the games. Which is why none of them got released. And here we are fucking 4 years later and Dragon Quest VII is being delayed because the localization still isn't done.

I actually sent e-mails and letters directly to SquareEnix after both Dragon Quest IV and V released. Pointing out as nice as I could that the localizations were a deterrent to sales and made the game seem like it is aimed at young children. In other words, not at all what the Japanese version was trying to go for. As well as also pointing out the massive alterations in names and dialects which weren't in the Japanese version.
So not all DQ fans supported the bad localizations. And I certainly didn't remain quiet about it.
All I got was a generic reply about 'thank you for your letter'. And of course, Dragon Quest was ignored soon after.

Piracy is a lot less prevalent on the 3DS because it takes more effort. But even with tons of piracy, the DS Dragon Quest games sold better than most JRPGs released in the west. SquareEnx has no excuse for ignoring the series. Especially since they caused the lower sales with zero marketing and limited print runs.
Dragon Quest V was selling for $80-$100 on ebay at one time. Because of a lack of copies. I could easily see Dragon Quest VII around 800k-1 million units. If Nintendo actually prints that many.

Namco and Bandai keep releasing virtually unknown RPGs that sell around 200-300k. Its stupid for SquareEnix to ignore Dragon Quest which sells 400k-1.5 million.
So I'd wager to say a localization doesn't cost that much to do. Especially how SquareEnix hires it out to companies that have literallt 2-5 people working on it. Even if those guys got paid 40 bucks an hour, working for 6 months straight, that would come out to be like $150,000 in translation costs. Which would be made up with maybe 50,000 copies sold. Leaving 350,000 copies making pure profit.
And since Nintendo is covering the cost of everything, they don't even have to pay anything.

Most of the 3DS games have no voice acting. And once again, if a small company like Atlus or NIS can release a game, with both Japanese and English voices and still make a profit, there's no excuse for SquareEnix.
The supposed cost of dual audio has never been a good excuse. SquareEnix spouted that crap back on the PS2 when people asked why Final Fantasy X didn't have dual audio. Only their excuse back then was 'there's not enough space on the disk'. Which we know is bullcrap since people ripped the game and it was only 1.8 gigs on a 4.7 gig disk. 200 MB of compressed audio files obviously won't fill 2.5 gigs of data.
