With mods, all DLC (in the ultimate final edition of course) and survival mode, I'm sure Fallout 4 will finally be an 8/10 game

But the problem is that it's not supposed to be a shallow action shooter game. It's Fallout, not Far Cry 3. It's supposed to be an RPG with depth.

The rest of the series, I wouldn't call them "deep" RPG's but they were certainly more deep than fallout 4. Like, thousands of times more.
