So that new players don't immediately jump into a complex character. The ones you start out with all have easier to comprehend tools, such as the robot sniper guy, or the big guy with the tiny head.
If a newer player jumps straight onto somebody like Kleese (very fragile support that has a HUGE hitbox and thus gets caught on players and enemies very easily) they're just gonna feed and not learn anything.

The only characters you're getting instant access to by buying the season pass (or possibly the packs individually as well) are those five in the future updates.
