I'm incredibly sensitive to stuttering and in many games it's really, really terrible. I had to lock TW3 to 30fps because the stuttering was so bad at 60 on anything but the lowest possible settings.

It's mostly low level performance stuff. You won't see it really increasing frame-rate if you're already running a game well, but it can be useful in avoiding cpu bottlenecks. So the same max frame-rate, but usually much better minimum frame-rate resulting in a higher average.
That said, cpu bottlenecks are almost always a sign of a poorly made game.

I've a HD7850 for at least 4 years now, and it's done nothing but excel at running the games it can run. It chugs on newer stuff but that's to be expected, it was mid-high when I got it towards the end of it's lifespan in the tech industry, but even after gathering dust for months it still works perfectly after booting it up and blowing some dust out. I don't get this "AMD is bad" meme. I've been using their cards since they were still called ATi and I never had a problem with them.
I always bought their mid range cards like the Radeon 4870 or the Radeon 7870, never had issues with them.
Games run just as good as Nvidia unless you mean the Nvidia Gameworks exclusive stuff but most people I know even on the Nvidia side turn those off or play games that don't even have them.

If you're going the economical route for builds, you do Intel CPU and AMD GPU. The CPU is vital to have single thread performance because that's what a majority of games utilize, and that's what Intel does better than AMD undeniably.
AMD GPUs just have higher heat and a tad less power than their NVIDIA counterparts, but for a much better price.
