You mean by the timr the PS2 released, right? Developers just had more time to get used to the hardware.
But two years later the Dreamcast had nothing. Not to mention the technical masterpieces that came to PS2 like God of War 2, Forbidden Siren 2, Shadow of the Colossus etc..
