This is tough, I really like them all for different reasons. Probably OWB though, if I had to pick. Everything feels really polished and it's one of the few DLC locations worth revisiting.

Riot shotgun for main weapon, suppressed .45 for secondary.

Again, this is tough. There are so many great characters that it's hard to narrow down. I really can't pick one. Joshua Graham maybe, but a lot of the NCR rangers were awesome too. Chief Hanlon is up there.

Because the other major factions feel like self-inserts, and the hierarchy of of Legion is extremely Mad Max-esque while retaining it's own unique flavor in being Roman themed

Why can't I get Tale of Two wastelands to work? Every time I try to activate the FOMOD in the package manager, it simply fills up the bar then crashes my FOMM with no survivors
