This is video games friend. Two weapons means more attacks in most cases. Characters that dual wield tend to be fast and agile.
There's a reason people didn't dual wield swords in the real world, having two swords doesn't mean more damage, and most people would probably prefer to have a shield or something in their other hand.
Dual wielding pistols is stupid because you'll need both hands to reload or fix any malfunction like jamming or whatever.
