No, they haven't. They've been present in SOME form since Eternia, but both Eternia and Symphonia's (GC too, for some characters) versions weren't the kind we have nowadays. They had very specific proc requirements and some of them were really shitty. For example, one of Presea's Mystic Artes requires the entire team but her to be knocked out, her HP to be red (below 16%), and a number of other pre-requisites like having used Beast over 200 times.
