Guilty Gear is the only 2D fighter to make a successful graphical leap to 3D. KOF looks like absolute ass in comparison and SFV isn't very nice to look at either.

Yes, advances in technologies always happen, and Tekken 7 already looks fantastic tough calling one better than the other is pretty subjective considering the huge difference in style.

Most likely never, CG reached difficulties in the West since it takes too long to make good looking characters + fluid animations.
Soul Calibur is dead and it's fighting style was 100x better than the latest Mortal Kombat or Killer Instinct.
Meanwhile Cell Shading & 2D has gotten better and better, it's great especially in lightning sharp visual clues.
I wish people knew how easy this game is to pick up despite looking like it requires the execution and reactions of a machine.

Not that anon, but SF4 had a very limited or cartoony style. SFV, despite its better designs, went for some bizarre style that tiptoes between clay and realism.
UNIEL and Skullgirls look better
As far as 3D visuals go I'm not sure which ones even look consistently good in motion. Xrd looks pretty bad in motion, SFV and KOF14 look like hot garbage in motion, Tekken 7 has a mix of good animations and really robotic-looking ones, Killer Instinct looked a bit janky back when they had a budget and it's only gotten worse since then
Tekken 7 is looking great, Skullgirls is good but I like Blazblue more in fluidity. Agree with SFV & KOF, which is a shame about V since the only thing limiting it's appeal was this way too early release.
