ND were boasting about full real time global illumination along with targeting 1080P 60FPS when UC4 was announced. They didn't hit any of the goals they were boasting about in 2014 and the game uses a ton of hacks and shortcuts because it has poor LOD, poor texture filtering and a weak FXAA in game never mind the frame pacing problems.
Why people are making fun of it is because everything ND claimed was possible was cut back severely and yet Digital Foundry is trying to spin it as a "Technical masterpiece". The animations are really impressive but UC4 does nothing really new nor does it look very impressive even for a game running on a toaster.
