Pokken honestly isn't that great, but it's not bad either. It needs attention to its glaring issues but Nintendo seems to give no fucks about it which is weird cause they put tons of effort into splatoon and eventually smash. If capcom puts the same amount of effort into sfv as Nintendo did with splatoon, then sales will eventually pick up. I remember tons of new comers on splatoon around Christmas cause they waited for more content before diving in.

Choices of platforms aside, the real issue here is that most big-name fighters traditionally have a period in the arcades wherein they work out the kinks and slowly trickle down content updates and bugfixes.
For whatever reason, Capcom decided to bypass the arcade release and send Street Fighter V directly to the PS4 and Steam. I do think that SFV would have been better off if it had spent some time in the arcades.

Those are not Whales, they are the life-vest that keeps the IP afloat. Every re-release brought in less players and was clearly not an effective strategy seeing as they changed it.
I also think calling them suckers is very naive. Having to upgrade a game for 20 dollars that was in development for over a year is a loss of profit for the company. 20 dollars to upgrade to the next breath of fresh air is almost a steal when compared to games that do yearly sequels where you hand over 60 dollars every time. And the way to break even was their costume DLC.
This is why I said it's a longevity plan. They know that re-releasing will only make their market smaller which means less people to buy DLC to break even again. This game was in development for about 2 years with at least another year put on top of that which adds the new characters and system changes. And their DLC is still all free! Because they haven't figured out how to make a decent cash shop.
If they were aiming for Whales they would've have figured out the cash shop first. These guys are just making fighting games with some amateur excuse towards the money guys to get financed.

From Q1 and Q2 2016 alone (so up until June) It has 5 games, so 4 new fighting games now counting SF5, in the first half of the year.
