It literally got a big breakthrough a few days ago with Wii U modding, so people are making skins and model swaps for it. This is pretty much the first stage every game goes through once the modding community starts growing. Then you'll start seeing mods that took more time and effort, then more modding tools and then big mods like Brawl- or Project M.

You can use the textures online, it'll only show up on your side.
The things you CAN'T do is use gameplay mods in "with anyone" modes because it'll cause desyncs and you'll get your ass banned.
You can use either in "with friends" modes, but they have to have the same gameplay mods that you do.

There is a small group of dedicated modders still working on realizing pm's n64 mode lead by a really talented assembly coder who gives by pytor I think. His progress is stunning, he actually got the game to behave more like smash 64 through a custom smash mode.

Best part is how you don't have to replace any costumes because so many slots. The preparation for DLC really helped the modding scene, they just have to crack it open.
