Well there are a few variables, if we go by the silhouette order which so far seems to be accurate she is second to last of the first batch.
If we go by a flowchart that was made by the devs about the Content schedule, they list her as coming out before Ibuki and after the Story mode update.
The only way to find out is to see what is announced probably sometime this weekend or next weeks seeing as though that is how they have been doing it the last two characters.
I just hope it isn't another charge fighter because 3 released in a row would kill me.
