it's good to either focus on spells. it's probably better to go for a 1 - 4 - 1 in spells then 2 - 2 - 2. some clans like gangrel boost strength and wits with the shapeshift-spell. so you can work with that and keep a few skill update points in the bag. and i would rather go for seduction than intemidation

Strictly speaking it doesn't work. They have to pretend to be biologically functional by spending a little bit of blood.
The amount they spend depends on their Humanity score. A "regular" vampire who hasn't degenerated any only needs to spend 1BP to pretend to be alive.
A saintly vampire doesn't have to spend anything, while a monstrous vampire has to spend increasing amounts of blood based on how low their humanity is.
As to why, it's because they're a fucking corpse reanimated by an ancient curse with an extremely tattered soul.
