Well, in my opinion, graphic settings are not included in PC games to give the user a better experience (although it sometimes works out that way). They're included to compensate for the myriad of possible hardware combinations that would make the game not run correctly. So as far as devs are concerned, graphic settings are a waste of time and effort, because the game simply runs on consoles.
Because then devs would have to do more optimisation, and console users would be overloaded by having options like that.

Because the difference between 30 and 60 is usually a lot more than just toggling particle effects or some ambient occlusion.
People who care about settings just get a fucking PC.
But they do! Dying light, Witcher 3, Ni-Oh has a few graphical settings on console but they're as extensive as the PC counter parts.

Which is what console gamers tend to put up with. If the customer base is fine with it why would they deviate? They give an identical experience to the players, that's what matters to them. With a PC version, someone might be trying to play on a toaster
