Try looking at their eye colors in Halo 2 Tarturus had fiery orange eyes, Halo 3 brutes have the same eye color. I also don't really understand why you keep pointing to the facial structure when Halo has the same facial structure since Halo 2 the only real difference is their jaws.

I do give you the point that for reach being a prequel to the original trilogy, everything was strangely more advanced in it that after it. Just looking at the head armor in Reach to 2 shows that.
But in terms of a fluid design from 2 to 3? Not even close. Look at the forearms. In 2 there's hair and no scales, and in 3 we got scales and no hair. Hell, the only place the Halo 3 Brute has hair is on the chin, a place where the Halo 2 Brute doesn't. Now keep this in mind and look at the entire body. The skin/hair in general doesn't even look similar. Halo 2 has a distinct brown skin with splotches of hair while 3 has a rough grey skin covering the entire body with scales scattered about. To a lesser extent the shape of the body is different, with 2 clearly having an ape as the basis for the design, while 3 just took a human, made him larger, and gave him some animalistic features.
It's easy to assume that there are multiple breeds of Brute in the Covenant. The designs can all be different and still make sense canonically if you just said that they were different races of the same species.
Any armor that is intended to make the wearer look like they have a six pack is automatically shit.

This is one of the main reasons I have a problem with the game. It felt like Bungie didn't look at their past games for guidance and so some things in the game either by UNSC or Covenant looked more advance then what we seen from them in the Halo Trilogy. ODST had similar problem bridging the gap between Halo 2 and 3 since it made no since why the Brutes were already shaved and were wearing power armor in that game along with why the Elites were all dead the second the Brutes came and don't even get me started on why the BR was missing. Bungie should just made spinoffs that weren't about Humans, no offence.

I think the reason everything looked so advanced in Reach was that that was what they wanted things in the other games to look like but they couldn't make them that way since graphics technology wasn't their yet.
It's kinda like how George Lucas couldn't make Star Wars look like his true vision of the series (IE a CGI shitshow) originally, and had to instead make it look good with what limited technology he had available at the time.
As for the problems ODST had, there's not really much excuse other than the fact that it was a spinoff made on presumably a MUCH lower budget and with a shorter development time. Still lazy as fuck though. I hated how the Elites were all dead, but magically all their guns disappeared too.
