I think that's somewhat of an exageration. There are missions in Phantom Pain that are as good as Ground Zeros. Ground Zeros just seems better because it was one superb mission with some pretty good side ops, whereas PP's good missions are sandwich between mounds of padding and bullshit.

Yeah the missions in GZ really weren't any different from the ones in TPP. The only thing is the less you give people the more you actually give.
I think the controls were a little worse in GZ but everything else about it was simply better due to it's length. You're right about padding though. The gameplay is probably the most fluent in the entire series. But the missions are so repetitive and boring.
I'm sure if GZ somehow came after TPP and TPP was a prequel they'd be saying the same.
The story and music was still better in GZ though.
