Don't give them a choice. Put it up when they're already shooting you or jump in front of projectiles.
It can be tricky sometimes against a particularly canny team but if the game has a lot of aggressive players on both sides it's hard not to be at 100 charge.
Honestly, Zarya's biggest problems are when the enemy team realizes she's actually really easy to kill if they all shoot her at the same time, shield or no shield. Sometimes you just kinda fucking die because McCree does 400+ damage with FtH.

Winston is for distracting.
Jumping behind the enemy team, dropping your sheild, and zapping their butts while they try to fight your team is so unbelievably helpful. He's not the most damaging hero ever, but you still can't ignore him, and he can kill a squishy backline fast enough if they do.
Also, using his ult on defense when the attacking team is attempting a final push at the end of a game is basically guaranteeing you win.

It's roughly 50 DPS. Combine that with jetpack landing on people does 50 damage and that means you kill most characters in two seconds. Combine that with him being able to hit more than one person at a time and suddenly that's actually a lot of damage.
Now, bring two of them, and do it on a KotH map where you can expect a lot of people piled up on the control point. It's actually pretty scary when they're coordinated and know what they're doing.

Reinhardt is a cone stun, zero damage
DVa is an area denial bomb, easily ran from but serving the purpose of disrupting position in s huge area
Winston gets an enormous health boost, can jump frequently and has huge knockback, perfect for disruption but not direct death
Zarya has a drawn-in stun, little damage
Roadhog has a shotgun that pushes people away; damage is negligible
They are all great.
Winston is a terrible choice for pub games, but not because he's a weak character, just because he can't do a whole lot on his own and pub retards don't know how to capitalize on the openings he creates.

I've never been directly killed by Whole Hog, but I've seen Roadhogs blow people from carts inches from capture several time. Situational but excellent at its purpose, which is not and will never be damage.

If you're ulting the entire team by yourself, then yeah, there's a good chance you're gonna die. Otherwise they're either pinned up in a corner and should die, or you pushed them so far away they're not going to do as much damage to you and you live either way.
Roadhog's ult is great, people just suck at using it. It's like all the other tank ults, you have to use it to defend a push or to start a push.

Roadhog does a fuckload of damage while pushing back the enemy team.
D.Va causes the enemy team to run for the hills with the possibility of blowing them up if they can't.
Zarya combos with everyone else so they can steal your PotG glory, but is mediocre at best if not combo'd.
Winston turns into a big red monkey distraction monkey for those desperate hold moments.
Notice a pattern? Tank ults are about disrupting the enemy team and giving your team a setup for a push, defense, or ultimate combo. If anything, Roadhog's ult is great because it can combo with Zarya and kill an entire team.
Any tank ult used by itself usually accomplishes little. Combo it with *ANYTHING* else and you just killed their entire team. It's not rocket science.

In theory, sure. In practice, not really. McCree can burst down basically anything with a hitscan revolver and has the luxury of deciding whether he's going to stun them first; Zen has to land discord and then mutliple projectile headshots while at a 50 HP deficit while also being nearly stationary. Closed beta saw them fix most of the games balance issues, surprisingly they listened to the players and made the right choices. Unfortunately they ran out of time and we are left with Tracer/Widow being way too strong and Zenyatta still living in the dumpster. Tracer has been ruining the comp meta for quite a while and Zen was nerfed to fix him+Genji being overpowered, generally they would nerf a character too far then give them a few buffs to bring them into a balanced state but they never did get around to re-buffing Zen.
You could argue that a few heroes are underrepresented in comp play but it's always going to be like that, all they really have to do is lower the damage Tracer can put out, change the charge rate/body shot damage on Widow, and breath a little life into Zen and the game as a whole is as balanced as you could hope to get it. I'd like to see them change Symmetra as a whole and do something about her teleport but eh, that's a lot of work.Bastion is the weakest character in the game but there isn't much you can do about that, if you buffed him now all the retards from the open beta would go mental because they think he already is OP.

Jump in, bubble shield, stay in there/kite people in and out of it with your shitty zap gun, jump out when you're low on health.
go after squishy hard to hit heroes then get out.
If you need an actual tank reinhardt is just straight up better. D.Va is also arguably a better behind the lines disruption tank.
also use winston's ult to knock niggers off points and shit. That's about all you do as winston

Symmetra is a support. She just is not a healing turret. She is the most defensive support for digging in in 1 spot, by dropping your 6 turrets behind walls and letting dead teammates reinforce you instantly.
Also her slow moving projectile is amazing for zoning people out of tight spaces.

You're too worried about direct kills. His ult can has many useful scenarios that involves causing a DISTRACTION.
