Honestly, imo, the only way is to go back to roots with how they are made.
Horror used to be made with OTHER features, not just "scariness" and horror.
The last big horror craze brought it back, but didn't last because all it had to offer were very simplistic concepts of horror and nothing else.
It needs to go back to being like old Silent Hill games and/or Resident evil. Implementing scare/fear moments but also other mechanics, such as limited ammo/resources and puzzles.
But just go further than this. Evolve the mechanics to be more integrated into the game. Make more interconnected maps like they used to be but allow different ways of getting around based on knowledge of the map and understanding of enemies ala Legend of Zelda 1 or Metroid.
Make survival be the goal, but don't make it too story dependent in order to survive. Give real choices.
I mean all of this doesn't need to be implemented into one game. But at least some of it does if scary games are going to come back.
People loved Silent Hill 2 because the story was REALLY solid and took a "figure it out yourself" approach like Dark Souls which made it more engaging. The game wasn't particularly hard and wasn't so much "scary" moment-to-moment as it was disgusting and horrifying to discover the truth of individual stories.
No, horror games need to be more than just scary, that's the problem. Recent horror games have gameplay that isn't fun nor replayable at all and is often just aggravating. Players constantly question, "why can't I do x or kill y?"

Use psychological horror instead of just grotesque sights.
Jumpscares should be used very sparingly and only with enough tension built up.

I haven't played Silent Hill since I was 9 or 10 years old and I haven't played Dead Space yet but I definitely agree on Resident Evil
Sure, most ghosts in Fatal Fram weren't hard to defeat but the scariness of the games didn't necessarily come from the ghosts.
In Crimson Butterfly, for example, I was mostly spooked by slowly learning about the village's past.

The story.
That's all you need really. A compelling story from the beginning to the end. Keep the horror to the simple "tension build up and then a shock" tactic.
The problem I feel with horror being in a game form is that you have to let the story carry everything else for it to work. The gameplay can never get heavier than the story it self. Whether it be a puzzle type gameplay or an action type gameplay the moment the gameplay gets attention that is when the whole thing just get notched down by one. Which is why I think the old Silent Hill games were the only ones to actually nailed that idea right. The story was great, the gameplay was inclusive enough to call it a game but doesn't have enough dominance to interrupt the story's flow or take attention away from it.
And another thing about this is that this will also prevent people from churning out cheap horror games as well since now they actually have to think to bring out the real defining factor of a horror genre.
