Solo winston in regular games is underpowered as fuck.
Tesla cannon as closest range only does 57 damage per second with no debuff unlike mei's, has shorter range, and no long range option. On top of that his jump splash radius is minuscule and only does 25 damage.
And then the fucking joke is his ultimate. His melee gets bumped from 30 damage to 40 FUCKING DAMAGE. literally nothing.
So even if you were to land every single hit from his ult on a reinhardt, it still wouldn't kill him, as it only lasts 10 seconds, swings melee 1 per second, and would only have a maximum output of 400 damage. He has to waste half his ult just to kill a fully healed squishy.
Also the knockback on his ult is all of 6 feet. And given the air drag in the game, its pretty hard to knock anyone off, especially when half the cast have some means back up
(widowmaker grapple, phariah boost, Lucio by megaman walljumping, Genji by air dashing/double jumping, Tracer blinks or rewind, reinhardt charge, Mercy guardian angel, winston jackpack hop, D. Va flight)
And then there is the fact that his ult is shut down by SO many things.
Sentries, Bastion in Turret form, Mei's existence, Orb of Discord, RoadHog's chain, Getting pinned by Reinhardt, Lucio's sound wave, Junkrat's trap.

winston is utter shit without another winston. Other than countering widowmaker and contesting on KOTH, he has no purpose in the game at all on a team.
His weapon is weak as hell, his barrier was nerfed to shit and now only lasts 4 seconds and can be easily ignored by walking through it, and his only game is hit and run, but his hits are so fucking weak it makes no sense why you'd waste a slot with in on a team.
Yes, 2 winstons together are bulky, can wreak havoc, and half good damage output and picks against enemies, but without the other one, he is essentially null.

This. The most effective use for D.Va is on those maps where you are the attackers. The defenders will always group up around the gates before they open, making it a killing field. Winstons problem, from a competitive standpoint is that his best paired combo is another Winston.
Double Winston reigned on beta competitions for so long, it still shows up in most matches.
His shield also provides ultimate meter charging to enemies. Someone with a high spread weapon with fast Ult charge (Reaper, Tracer) can charge their ult incredible fast just shooting it.
