How's that any different than it is now?
The problem with mercy is that you're only doing one thing at a time compared to the other healers. In the time it takes mercy to fly to a team mate and heal them zen already placed a healing orb on the the guy, discorded an enemy and has started shooting murder balls. Lucio can easily pop his E and heal his entire group or speed them up all while constantly popping out suppressing sound damage. Mercy is either healing, buffing damage, or shooting shit. Shooting shit requires weapon switching which takes time, all for a pistol which has decent damage but not really enough damage to justify the hassle of getting it out vs just damage buffing the best guy on your team. Damage boosting is kinda shit too, especially compared to an orb of discord. You can toss an orb and your ENTIRE TEAM does more damage or you can damage boost some one and they alone do damage. Plus, from what Ive read discord orbs make enemies take more damage percent wise than mercy boosts to one person. Plus, once again, you can toss an orb and fire on some one, mercy has to keep on one target.
While I'm probably laying it on thick I think mercy needs some mechanical buffs to compensate.

Zenyatta is slow and extremely fragile. Also Mercy's heal rate is higher than Zenyatta's orb which you have to actually be looking at a team mate to place, anyways. Mercy can quick fly between allies, allowing her to remain mobile and to quickly retreat from a fight. Zenyatta's ult is great for a payload or CP map if you're attacking, but Mercy's revive ult can literally make or break a game. Lucio's speed boost is good only for the beginning of the map since otherwise there are never enough people around to justify using your E to boost it to being worthwhile; and again his actual rate of healing is very slow and his AoE is very small. The bonus shields are nice during his ult, but again they only delay the inevitable by a few seconds -- but at Least Lucio can skate on walls.
Zenyatta works if your team isn't taking a lot of damage and can afford to have an ally focused on hurting and debuffing the enemy. As Mercy you should be flying behind your team mates, keeping their health up while they soak up enemy fire. Actually using your pistol should be a last resort.

First let me tell you that charging a bastion litterally never works. people will try and unless you get sidelined or caught running away, they will always lose that battle. The shield doesn't work to stave off bastion forever, it's to give your team a chance to find cover and deal with it later. The entire game counters Symmetra. Her primary, while actually pretty fucking strong, is melee range, which is a death sentence. Her alt goes lower than anything else in the game. Most heroes need to put in effort to deal with his shield, that's kind of the fucking point of it. There's also plenty of room on most maps for a smart Widow to flank around a shield with her hook.

If the Phara was close enought to get damaged by her owk rockets of her ultra, she sucked. The only situation were a shield can fuck a Phara who wants to flank is when the Rein is moving up a hill because that force her to get behind the Rein insted of just high enought to shoot him directly with her fucking 100+dmg rockets. It's not used for areas with high verticality, it's only good when you are just outside of your own splash damage. It's best for when the enemy are all on the payload, or the point, and you manage to flank and get behind and above. You should never use it when a team can see you. Also you can fire it out of nowhere if you get trapped on the ground sometimes, people really don't expect it and it can get you a quick 1-2 kills and save your brown ass in a pinch.

I was talking about Phara as a whole and how you can get more things done just using her hability to get high and her 100+dmg rocket with no falloff damage. As I said, I was just talking about the situation he prsented: a Phara using her ult right in front of a Rein with the shield and so close that she was getting damage by her own rockets, it's retarded.
I didnt wanted to expand more and that's why I said it's good to clean up because people with good ear can really fuck a Phara if there's nothing distracting the enemies. And yeah, you can take advantage of the cone of the explosion so you can focus a lot of fire really quickly but not as an scape route because, depending on who know you are there and how much life they have left, that could be a wasted ult since there is a chance that they could kill you quickly. Getting traped as Phara sucks, but I would reeeally think about saving my ult instead of risking it in a situation where I'm against a wall, because it could be more viable to keep with rockets and die but reserving your ult for an opportunity with more room to take advantage of. That's mainly because of the high ammount of damage you can deal with the rockets, and also how good a well timed ult can be. I've been in situations where I was saving my Tire for minutes just because I did not came across a situation I could not deal with using my frags alone. And that's even when you farm Tires like crazy with him. Sometimes it's better to die and keep your ult than risk with against good players, even if you managed to die killing one or two, the reward of staying alive vs the risk of losing your ult most of the time is not worth, but again, it's highly situational, you really need to read your own health, enemy's health, and how much damage you can take in your situation to decide if it's worth it. Highly situational. Anyway, it feels good having a conversation with somebody not talking out his ass.

Oh, yeah, that's why I keep caring about this game even when I did not even tried it before the 6-7 of this month. I really like how they are dealing with that since every team based game right now it's either do pointlees matches in retarded pubs or go with team that just want to win (against other team that just want to win) using fucking boring and repetead tactics as cost for winning a game that's balanced like shit. Damn... tf2 had so much potential, the only thing keeping me playing was patience, but it's too late now. If only I could've seen the sign to prove that waiting for balance in that game was pointless, i would've spent waay less time playing it.
I really hope Blizzards keeps going their way of balancing to both good and bad players while also trying to keep each hero interesting. but still... Read the comment I made. In some instaces, depending the map, you are better off saving you ult if you can do better with your regulars rockets, having more control of where the damage it's going go plus keeps you movil and alive.

Well that, or that your temmates could destroy it at the veeeeery last momment. It's still better that just surrender. Rocket hammers deals 75 dmg, and the Tire has 100, so there is a good ammount of margin of error to judge if the damage it's going good enought and, again, still better that just dying.

The damage boost is only 30%. I feel like sometimes it's better to just hold down the heal at all times so you'll be prepared for when they take damage. It should be like 75% damage bonus so I can actually feel like I'm making a significant contribution to the team.

Really can't think of anyone. Snipers probably gave me a bit more trouble than on the other tanks but I even kill those a lot with energy balls. Bastion can be annoying since he can actually chew through your shield really fast, but once you realize that he's just a good source of energy charge.
Reinhardt's shield is usually the only thing stopping me from butt fucking the enemy team but in a normal 1v1 Rein just gets absolutely murdered by Zarya.
