Hopefully somewhere interesting like Elsweyr or Black Marsh, but Bethesda seems to have grown a fondness for banality so it probably doesn't matter all that much. Wherever it is, it will be shallow and gutted.

Honestly I'm just not in the mood for another Elder Scrolls game. And if by some chance paid modding becomes a thing then I'm definitely going to pirate the game. No point paying for a game that I then need to buy mods to fix/make it enjoyable.
