Animations are more important than graphics and arguably second to gameplay but are overlooked.

Good pixel art and animations are still hard as shit to do, even if there are more tools for it. It requires loads of time, takes highly skilled individuals, and the saddest part is that in the end, most consumers just view 2D art and especially pixel art as inherently cheaper looking than 3D art, so they won't want to pay much for a game that uses it. So you've got a situations where something takes a long time, costs a lot of money, and people aren't willing to pay full price for it.
Basically all of the same reasons no one wants to do traditional 2D animation in movies anymore.
