The more I watch what you posted, the more I'm convinced the shotgun is appropriately balanced in that game.
The shotgun user is crouched, against a door frame, weapon up and aiming at the top of the stairway.
The rifle user is ascending a staircase, weapon to the side and not being aimed, in motion, and at the moment of engagement, has the weapon pointed at the railing of the stairwell.
Most importantly, the player is using a "417", which I assume is a generic name for the HK417, a 7.62 NATO battle rifle. At a range of (what appears to be) 10 meters, of course a shotgun would be easier to handle, aim, and fire.

Shotguns have decent range and accuracy, which is literally the entire point of them using shot (more bullets = more likely to hit).
The problem with shotguns is they have relatively low muzzle velocities, which means they impact with less force. Which means they're hilariously ineffective vs any kind of armor, and once firing past their optimal range (which is decent but not huge) their impact force drops of very quickly.
If no one used armor, and every gun battle was less than 50-100 meters, shotguns would be insane.

They cause severe internal injury and then even more trying to extract them. Considering that in war you didn't secure the arrowhead to the shaft well so that it broke so it can't be used by the enemy it could break off inside you. As well archers would dip the arrowheads in shit so even if you survived the arrow wound itself the infection would probably kill you.
Use 60lb+ draw bow once and then take a look at a broadhead and you'll realize just how effective a weapon a bow is. The accounts of crusaders returning from battle looking like pincushions wasn't because the arrows didn't injure them but because they arrows would get caught in the multiple layers of armour they wore.

the only exception to this sword tactics would be the knights of older which used swords for brute chopping rather than slashing.
