Johto was smaller than Kanto. Smaller caves, smaller routes, less enterable buildings.
Kanto, on the hand, was even emptier than it was in Gen I. Let's not kid ourselves here, Kanto is pretty much the flattest and dullest region of the lot, but it's far worse in Gen II. They removed entire caves and forests and there's almost nothing to do.
All later games had more to do in their one regions than Gen II had in two.

Ash isn't allowed to obtain truly unique mons. Tyrantrum is a fossil Pokemon, and Ash will never be allowed to have one of those. Ash has always only been allowed to capture Pokemon that can be found in the wild normally, with the exception of starters.

Creatures Inc. Is a subsidiary of Nintendo. They don't help develop the game, they just helped fund the game when Game Freak went bankrupt during the development of Red and Green.
Also Creatures Inc. made some of the spin-off games and I think they handled the distribution of the TCG in Japan.
Reading these threads makes me wanna play Sun/Moon. And here I thought I was done with Pokemon for good with its streamlined single campaign. Who am I fooling though, gonna get that Moon. How do I stop myself from minmaxing in singleplayer though? Knowing about all the mechanics, natures, EVs triggers my autism and I go on capture sprees getting good mons and then not having any problems with the game at all. It's kinda boring. Come to think of it, why DIDN'T Gen 3 have day and night? Was there something about the GBA itself that made it difficult to implement? Every other game since then has had it, though the effects are less pronounced. As far as I'm aware, the Gen 2 games (and HG/SS by extension) are the only games in the series where there was a very significant difference between what Pokemon you can catch depending on the time of day. In other games, the distribution rate doesn't really change much regardless of what time it is.

The "Official" word is GameFreak wanted every gen to have one "Thing" that was specific to that game. In Gen3, it's double battles, in Gen 4 it's the Poketch and...the Poketch, in gen 5 it's seasons and more battle variations, etcetera.
Basically, Day/night and Days of the week was gen 2's "Thing", and they didn't want to take that away from it.
Unofficially, Gen 3 was rushed as fuck. There's a solid 2/3rds of a game left as unused assets on the cart. Day/Night was most likely planned but scrapped.

That anime about Red kinda explained it, gym leaders use certain pokémon depending on how strong the trainer is to give fair challanges, they basically scale their shit like in Skyrim.
In fact the elite 4 and the champions instead have always been unwinnable legendary trainers in the anime.
