The only ones who don't care about PC in Japan are Japanese publishers. They only do that so that their console games can still be 80 dollars since release for literal years and maximize their profits. Only an issue if you use AMD hardware. I reckon the 750Ti is popular as hell in Japan due to its low power draw, not to mention how nVidia's cards are focusing more and more on low power draw.

No, they definitely do not give a shit about PC. PCs just weren't as widespread in Japan when PC gaming was becoming a thing, so it's not a part of their gaming culture at all. Add to that that hardware is extra expensive over there, and that a bunch of people physically don't have space for a full tower case in their homes, and you get the picture. All they have is toasters they use for eroge and MMOs with 2006 graphics.

You're right. The MSX was a completely irrelevant platform, as were all those Japanese computers that had games that were often ported to consoles. I think the real issue is the fact that the Japanese hate Windows, that's pretty much when computer game development was on a downturn, and conversely it was when western PC game development was at an upturn. Another factor is that there's no one to buy games for the platform, not a single entity. Microsoft managed to buy out some games to get the Japs to buy Xboxes, but PC doesn't. PC LITERALLY depends on the good will of the publishers as a game platform, not because of any actual merits.

That's pretty much what PC has come to mean, Windows. Hell, I'm positive the Mac vs PC commercials popularized that notion, despite the Mac, by the very definition of the term, also being a personal computer.
That said, I'm positive nVidia could try doing something like they did with TPP. Ironically enough, it doesn't use any of their tech. And TPP did see a release in Japan on PC, a change from the norm. Not even simple things like HBAO and TXAA. Wasn't FFXV mentioned to use some variant of GameWorks in their promotional trailer? While the technology can work on consoles, I doubt that it will work well at all. Then again, nVidia is looking for poorly optimized multiplats to sell their cards, so your usual Japanese game won't help them at all.
