Improve the diplomacy system. Civ V's is so basic and I don't really understand why some A.I. leaders just suddenly accept your friendship after years of denying it.
Multiple leaders per civ. Rome has Julius Caesar, Augustus, Marcus Aurelius, tons of other choices, I hated how Civ V only allowed one leader per civ. Tons of other civs could benefit from this, France can have Napoleon and Louis XIV.
Some gameplay element about philosophy. I feel like philosophy has never been a part of civ while nearly every other historical topic has.

The Russian Empire and the USSR are completely different civs. Byzantium and the Roman Empire are closer to being the same civ than those and they're separated.
You could easily have the Russian Empire with Catherine the Great while also having the USSR with Stalin.

Set the pace for each era. Future stretching more than two techs beyond modern day. Say what you will about Call to Power, but it did great with allowing seamless transition from modern era to beyond, with interesting things like magrail-supported fusion battletanks, orbital and underwater cities, ecoterrorist city annihilators and things like that. A future that's not "get fusion plants and that one mech unit, use nuclear dissuasion/annihilation, and build your victory condition" immediatly would be nice.

trade routes were a little buggy at release but they fixed that. victory conditions were all varied at least as much as civ 5. hybridization was a great addition. Aliens can be a great asset during midgame. Tech tree is fine you just picked a branch you really didnt want I guess. Reused assets are there for sure but whats it matter this game has never been a bout graphics. Give it another chance the dlc and hybridization are good mechanics. The primary bottleneck is processor speed, and looking at tech in the past five years or so and we really haven't made many advancements in the commercial sector.
Obviously there's a degree to which they can improve the AI with minimal impact on turn length, but unfortunately there's only so much they can do with the current trend in game development focused on using GFX resources. And they don't have a lot of wiggle room either; the turn times towards the end of the game are already unbearably long. They could trim some of the bullshit out (like every city state moving every one of their units one fucking tile every turn), but I think the incompetence is here to stay
