What they want is a framework that will transition digital media into a service, you will have to keep paying over and over again to consume the media you consume. A $60 game becomes a $100 game, a $200 dollar game when you have to keep renting it.
Don't think for a second this is what they don't want and will do the second it becomes feasible for them when they've eliminated physical media.

Might make sense to go with a mostly dematerialized console downloading their games from the net and maybe adding a cheap SD slot for some flash-based medium. You'd save the cost of the disc drive and wouldn't have the loading times associated with the disc medium.
Old school cartridges (up to and including the N64) worked differently though, one of their main advantage was that it was memory mapped so you could access data directly from the cartridge without even having to copy it to main RAM. So it was fast and saved memory. These days "cartridges" are glorified SD cards.
