There will most likely only be basic stuff like adding new items or house mods. Every advanced mod for Bethesda games use the 3rd party script extender which consoles can't use. Durability will probably be one of those mods.

People on PC can't even use them yet. Bethesda fucked something up with the grass rendering in Fallout 4 and if you add custom grass assets it tanks the framerate.
