I know what the Scramble for Africa was and I know the result. They built huge power stations, roads, railways, cities, universities, schools, farms and gave them work and uplifted them. Most places scrambled for didn't even have a white population.
Compare that to what happened in North and South America and it's completely different. In the 15-1600s they made war and wiped out the native populations extensively. Hell, they didn't even "colonize" Africa until the late 1800s.

I've heard this argument before and while I agree with it I don't think it's a solid basis for anything bigger.
Sure, 3 has some nice bleak wastelands and ruined cities to pass through. But it's just window dressing, going somewhere has a better feel to it but being somewhere is extremely drab and all that atmosphere crumbles when you try to interact with that environment.
There's a lot less to do 3 and the little you have are isolated vignettes with no connectivity, it's a sandbox of "that would be a neat idea" barely strung together.

The city of primm physically has like six houses destroyed or not, and the raiders thing is another good point.
