It's not painted on her eyelids. She covers her eyelids in glue and then pushes them behind her eyeball with a special tool. It's a common technique in Asia to get bigger eyes.

I think you just have to blink further downwards, if that makes sense. It essentially folds the eyelid in a < shape so it is shorter, so the lid has to travel further.
Here's a video, though this one doesn't do it as extreme as the cosplayer. The cosplayer is also wearing lenses that have a fake iris on them that is bigger than their own, so the eyes look even larger.
