What actually is different right now is that if you for some reason haven't downgraded yet, and you manage to fuck up downgrading and softbrick, you'll have to update to 11. The only process that can seriously brick a n3ds is extracting your console OTP. This is very dangerous as it requires downgrading to a firmware version that doesn't work with a n3ds. Basically you need to follow the guide to the letter, read it five times and don't skip a step.
Extracting the OTP is not required if you don't plan to update your emunand to the lastest fw version.

There's very little that can go wrong when installing cfw. Since you're already on 9.2 you doing even need to downgrade, so you should at least do that.

I have CFW and at no point in the process I had to update my sysNAND (I still keep emuNAND updated tho).
You don't need to update at any point in order to get CFW, you only need it if you want a9lh (which isn't necessary in order to pirate games).
So yeah, it's not too late, the only problem now is that anyone who tries has only 1 try - if something goes wrong and you end up with softbrick, the only way to recover is to update using official channels. And that will make your 3DS undowngradable (for now at least).

In your case it's an upgrade and yes you should still do it. It might scare you a bit since the downgrading process tends o leave with an partial downgrade but you can just keep trying until it's complete. It's only a partial downgrade to 2.1 on the n3ds that will brick your emunand (this is expected) or console permanently (if you didn't unlink the nands)

If you want a9lh powered CFW, then it's up to you really. You get 100% success boot rate into the CFW instantly from simply turning on the 3DS, auto-patched region games, and ability to run codes and payloads before the 3DS itself starts, practically making it brick-proof by all means. I know you said you don't care about it, but it also makes GBA installs effortless.
However you look at it, it makes the experience that much smoother, but it's up to you if you care about that.

No, both CFW options (RedNand and A9LH) will let you play online.
If using CFW on EmuNand you probably have to wait for an update that lets the new firmware work on emunand however, but with A9LH you will be able to play online without even needing to update (not to mention the new firmware works fine on A9LH)

If you are using the latest version of Luma3DS then you should be able to just update to 11.0, although make a backup of your emunand just to be sure.
Not like it matters. There's literally nothing worth playing on the 3DS. I've had mine sitting on a desk for 2 years because of how lackluster the system and the games are.

There's two homebrew apps that you use to get the OTP, a fork of sysUpdater designed for downgrading to 2.1.0 and then OTPHelper.
The fork of sysUpdater performs a MD5 hash on each of your titles from your downloaded 2.1.0 update to make sure you have the right files. If all of them pass, it performs the downgrade after your permission. OTPHelper will then check the hashes again on your downgraded emunand (that would now be at 2.1.0) to make sure it downgraded successfully. It performs the unbricking step if you're using a New 3DS, then asks permission to clone EmuNAND to sysNAND. it warns you to be sure you turned on Wifi on sysNAND before continuing with the cloning. After the clone is don, I believe it does another md5 check to see if the clone was successful.
So yeah, most of it is pretty hard to brick yourself. Only way's I've seen is to:
1. Use incorrect update files
2. Have modified certain titles like TWL_FIRM for other mods/hacks
3. Genuine hardware failure, either from your SD card or your 3DS
