They wouldn't specifically mention that he was looking at her "the whole time" if they didn't want to imply that he was still into her into the credits. Phoenix mentions throughout the case several times that he still believed that the dahlia he dated was completely different, he still had faith in her the whole time despite there realistically being almost no chance that she was actually a different person. Can you imagine the relief and love his heart felt when she told him that she was his real partner the whole time and she still loved him? That's hard to get over man. Besides, Phoenix has a big track record of keeping up with people for year and years, I guarantee behind the scenes he went and visited her like every week or so especially since shes being held just down the road.

Iris was into him so it was most likely a misinterpretation on her part that he was looking at her so passionate that Pearl had to slap him to stop it. Because in the trilogy Pearl was so determined to her shipping that she would try to intervene when Phoenix would talk to a woman.
