I've never used the first mod but make sure you replace the heap in stutter remover.

The FPS will always be bad when you're around NPCs but you can improve your FPS in a modded game by not using mods like reavwd and lowering your draw distance sliders.

Pelinal is everything Umaril wishes he could be and he is leading rebellion that spells doom for his race, more than that, Pelinal is so powerful that his rebellion can actually be successful.

Considering all of this Umaril and Pelinal are perfect enemies for each other.

Mannimarco is the worst offender.
He is an Altmer that has lived for most of the existence of civilization on Mundus.
He is a wizard that knows secrets of plane creaton, Psijic arts, true Mysticism and shadow magic.
He invented and re-invented Necromancy as we know it to the point that Arkay, a fucking Divine had to change the way souls and soulgems work to try and fuck up Mannimarco but Mannimarco found a way to make it work in his favor.

The problem with that mod is that while it gets the aesthetics and feel better, it gets the lore all wrong.
Generally speaking the level of Necromancy at which Mannimarco is equates to more than just super giant rituals. Mannimarco is at the level where he doesn't do big rituals to do the almost impossible, he is changing reality and rules of existence to allow for literally impossible.

There isn't actually a real answer to that.
Writers/Quest designers of Oblivion and Skyrim DB questline are Emil and Kuhlmann.

Here is how heirarchy of existence goes as far as we know.
Anu, Padomay and Nir existed in the same universe, it's not know what that universe was other than that it had 12 worlds of "creation", doesn't really matter.
Padomay is jelly of Nir having hots for Anu, he maims her, Anu kills Padomay, he goes into PTSD mode. He goes into sensory coma in "The Sun".
In his mind a dream is created, his "Soul" and avatar of self is Anui-El, memory of Padomay and the poisonous carrier of trauma in the dream is Sithis, memory of Nir and 12 world of creation echo in the dream.
Conflict of Anui-El and Sithis echo through everything and produces existence on it's every level.
Akatosh and Lorkhan are the highest level of their conflict and were originally one being, existence of Space/Time in form of Akatosh+Lorkhan gave possibility for birth of other Et'Ada (Ada means spirit, Et'Ada means original spirit, Aedra and Daedra).
By the way when I speak of Akatosh and Lorkhan I don't mean them as the way we know them now, because many events will change what they are in future.
Sithis poisons Akatosh+Lorkhan with memory of Nir and makes him feel like he is trapped in the dream, this being divides into two identities God of Time(in future AkaTusk, Auri-El, Akatosh) and Trickster God (Shezzar, Shor, Lorkhan).
Trickster God finds out partial or whole truth about existence and decides to create Nirn according to the memories of Nir, the Grey maybe in which through mortality someone might find true freedom and escape from eternal prison. Solution being CHIM, Amaranth etc.

That's basically how I see, I can elaborate and give sources for different parts if you want.

In Skyrim it's debatable but Heimskr that is preaching "From the Many Headed Talos" is actually...well the writer of this book and it's an ancient text. Even in ESO (I know ESO is shit but still, it's nice they acknowledge this) they refer to texts written in future and call Heimskr a classic in a very

Sithis and Anui-El are more like fundamental blocks of reality, hard to define them as beings.
Strongest Et'Ada like Lorkhan and Akatosh are so fragmented that even though their power is almost limitless they too can affect the world only slowly and over time.
Surprisingly lower tier beings like weaker Ada and strongest wizard have a lot more displayable power.
...and then we get Numidium which is cheat mode both power and powerdisplay wise.
