The teleporter can only transport 6 players before dying and the ult doesn't recharge until then. It's not TF2.
She's one of the most situational characters. The farther the objective is from spawn, the more she's worth. It can also help if her teleporter is placed behind enemy lines or somewhere above, where players don't expect a Junkrat to start shitting bombs on them.
