They decided to go with a shitty modified 7800 series GPU that under performs compared to its desktop counterparts, and at the time, much better GPU's were readily available that utterly destroyed the 7800. We'll probably see some shitty AMD GPU for the next set of consoles, and it'll probably run games at 1080p 60FPS, but since I'm feeling a little generous we'll say 1440p at a inconsistent 24fps.
They know console owners are poor retards, that's why they gimp out on the most important component of a system, the GPU.
