There's been way too little time yet to know this for sure. Vulkan and DX12 are similarly designed, so in theory there shouldn't be something that makes either one automatically faster than the other. It'll come down to AMD/Nvidia's implementation of them which one is faster.
People said "Vulkan is faster than DX11/OpenGL 4" a lot but that's not necessarily true, it's just faster if you use it well and didn't use OGL well, and it's harder to use than OGL/DX11. People already used a lot of extensions to OGL to make it work essentially how Vulkan does, so if you already had put in the work on OGL Vulkan doesn't necessarily offer any real speedups.
Being harder to use also makes it take longer to develop games from the ground up with Vulkan which could be a real concern. Games using engines like UE4 etc. of course get a Vulkan port for free, but that's been true for OGL as well and it hasn't meant people used it.

This is valid and it's why Linux dev rates won't ever match Windows dev rates, but Linux doesn't have to become primary.

Just install your OSs, windows first and the Linux. If you're installing something like Ubuntu it will give you an option in the installer to install it alongside Windows. After that set your Linux drive as the first boot option. You will get a menu called GRUB where you can choose what OS you want to boot.
Now for the part with Windows accessing your files. Windows uses a Filesystem called NTFS, Most Linux distros by default use ext4 (but many othera are possible). Windows can't read any other filesystems but NTFS and FAT (used for USB sticks and stuff like that) by default. It will detect the drives in the partition manager, but you won't be able to access them from Windows. So you don't need to worry about Windows acessing your Linux files.
