1. Gassing your own guys. It was really hard to hit anything at all dropping it out of your plane, much less accurately gassing a group of enemies
2. You'd have to bring the gas all the way up with you, and find a way to deploy it, while flying a plane, without gassing yourself, your gunner, or your own soldiers.

WWI planes flew low and slow and carried a pair of machine-guns in the nose. It will be much, much easier to strafe enemy soldiers in this game than in 3/4 with their gigantic jets doing 400mph at all times.
