If you're trying to work out the bitrate on your own for every image, it's going to be a nightmare because in order to keep it just below 3mb, it's going to be different based on how long the webm is.
Just use webm for retards and set limit it based on filesize, and it'll work out the maximum bitrate it can be based on time. If it's a particularly long webm, so much so that it looks like shit even at 720, then you'll need to lower the resolution even further, or think about splitting it into multiple files.

For those of you who don't understandWeaver is the blue bug, he can go invisible and move at max speed for a short time on a low cooldown, the best counter to this is to simply silence him and hit him because he's weak. Lifestealer bought a sword that you can use to silence someone, however he came out of invisibility before using the silence, so weaver went invisible, waited for the silence to wear off, used his ultimate which takes him back in time 5 seconds restoring (or losing) any health or mana from 5 seconds ago, and kills the other guy easily.

1. A lot of those clicks are actually fucking unnecessary - every single player does this in SC2 to stay on edge in the case they do become necessary.
2. Strategy games do take more individual skill but it's beyond the fucking point when considering you're comparing them to a TEAM game, where TEAMPLAY coordination and strategy wins.

Necrons raise a lot of implementation questions, unlike Eldar or even Orks. Would you play as a Lord, an Immortal, a Cryptek? Most differences in play are just wargear, yet these units have differing physiques. Would that be a problem?

Depends on what each race is being represented as, as a unit. If you can range between Librarian, Commander, Grunt, etc. as a Space Marine, then that option should be available for all races. If not, then just put the closest racial equivalent on the line.
In this regard, probably Immortals quite honestly, just because they're usually the frontline/defenders of their race.
