It's about inflection in how the line is given.
If the subtitles read "Get out of the way!" and the character looks angry, the voice should sound angry as well.
It shouldn't be a monotone, "get out of the way".
There's also voice mismatch that shouldn't happen unless that is intentional. If there's a big buff black gangster, he shouldn't sound high pitch. Of course there's such thing as big buff black gangsters with high pitch voice but it is not what we expect to hear. Like listening to Goku's Japanese voice, sounds like a fucking child.
On the flip side look at Ash's English voice, half of Ash's voice actor throughout the series sound like he has lung cancer.
Most English voice acting in video game aren't well done, especially in older games (You almost became a jill sandwich!) and this is especially true for Japanese games which were localized with very limited budget.
That said the persona English voices are fine so I'm not too distraught about there being no dual-audio.
