I think moores original prediction had to do with the cost of buying a certain number of transistors, which still is going down, and might continue to go down for a while with 3D type chips and other innovations.
Still it's generally true we are reaching the fundamental limits of silicon, heat dissipation primarily, but even with better management of that through stuff like microfluidic cooling, it doesn't solve the clock speed problem, or the problem of electron tunneling at smaller die sizes and such.

You could make some more informed calculations to understand this but 1080 has say 80% more transistors than titan, and these transistors are half the size. Assuming there is a linear relation between transistor size and power draw (it probably isnt btw) we can expect a reduced power draw say 20% (cbf working it out). As for price, well It costs less to put on that many transistors now and $p/transistor is probably not linear (there may be a sweat spot). Considering all this it looks pretty close to what's going on. I'm not saying anything i've said is correct btw, i'm just saying it could be a possible explanation for the performance and cost.

Moore's law had everything to do with the cost of a transistor when you could shrink them easily. You can still shrink but the law just doesn't hold. As I said, it just comes with nuances when you want to shrink nowadays with regards to cost.
Clock speed limits and tunneling can be solved once people are ready to hop off silicon's and embrace stuff like tunneling FETs and GaAs. It will probably still be used for low cost stuff but there would no longer be any reason to use them for anything that is remotely performance sensitive.

I gave those two technologies out as an example. I don't think those will be enough just by themselves, but they seem the most likely candidates that will be used in the upcoming shrink to 7 nm and lower considering how long they've been used in research, like 10+ years. I would be very surprised if they would still be using silicon on 7 nm, considering even with EUV which is in testing, how many problems traditional transistors have in operation at that size.
