Consoles aren't made out of magical alien technology. They're budget PCs.
Anything a console renders could obviously be rendered better and/or faster on a PC with higher specs, if the developers chose to make it so. The problem is that they often don't make it so, either because Sony and Microsoft pay them not to, or because they don't feel like porting their game to another platform.
