It depends entirely on the architecture. Maxwell is bandwidth limited as a rule (remember bandwidth is speed x width basically) so highly clocked vram gives maxwell a nice boost.
Hawaii for comparison is actually cache limited - it takes some serious saturation for hawaii to run into bandwidth limitations (which does happen on the 290/x models, but less on the 390/x models due to the insanely clocked memory. In fact its clocked more or less at the limit for the memory controller which is a factor why no AIB overclocks the 390/x's memory).

Actually, it's very possible that the 1070 will come extremely close to the 980, given the fact that it's a huge technological jump with the smaller cores. They can fit so much more technology without being concerned about heat or power consumption, which allows them to push the hardware much further at a lower cost.

Whether or not this affects you depends on the game and the resolution you play at, for 1080p it's only a small selection of games that currently cause issues. The problem is the future, sure, you aren't gaming over 1080p but what about a year or two down the road. 1440p is great and even higher resolutions are becoming realistic to the mainstream pc gamer, not just high end gamers. Games too will be using more memory in the future, so it's a possible risk from two factors.

You can't build a pc that costs the same price as a console however if your budget allows you can spend $100/150 more on something that will significantly be better than a console for a very little amount more. I doubt it considering how bandwidth-constrained current cards are at output and how much energy they take up using current GDDR5 and the X variation won't change too much.
GDDR5 can theoretically drive 6-7 Gbps and the X variant is around 9-10 Gbps but the problem is that at 4k 60 Hz, you already need for an average bitrate of 5 Gbps for just a video. If you account for bandwidth taken for GPU rendering and real life limitations, you pretty much have maxed out or ran out of bandwidth to deliver 4k 60 FPS.
Maybe you can squeeze 4k 60 FPS barely on the next generation cards but bandwidth and power becomes an issue and HBM was made to solve both problems.
