Uh, that is definitely not true. Nearly all of his attacks still take you to 1HP, and he absolutely can stunlock you (and you shouldn't try to get out anyway because then Once More will end and you'll fucking die).
His nerf was that the tether attack would cut through Second Chance and Once More. It doesn't do that anymore and now you can Air Dash out of it.
