As far as modern devs go blizzard is top tier.
I know everyone here likes to try and act edgy and intellectually superior over video games (of all things), but in actuality most people here probably continue to play and enjoy blizzard games.
I mean, sure, blizzard aren't as great as they were back in the WC3 days, but they're still pretty high tier. Overwatch, hearthstone and star craft 2 are all legitimately fun games. Diablo 3 was pretty bland, and modern wow and HotS are shit, so all up they've made 3 good games, 1 mediocre game and 2 bad games. Not a bad record as far as devs go.

Recent capcom, Konami, Nintendo, Bethesda, rockstar, bio ware, square enix etc games have all been lacking in consistence of quality. Like everyone is still putting out the ocasional good game, but demographics and business models have changed in recent years resulting in a lower average quality of game. On that scale, blizzard is one of the better devs.
