Gen 1 because all three are above average. Other gens have better starters like Chikorita and Snivy, but are dragged down by aesthetic disasters like Cyndaquil and Tepig.

While Totodile is definitely my favorite starter I think the third gen has the best consistent quality with all three starters and their evolutions. Plus it also has Treecko, my second favorite.
