Game is incredibly short, main missions make up the first half, business missions/side quest shit make up the second half. Random difficulty spikes, shitty weapon variety, melee weapon store when melee is barely used in missions.
Main city part on the second island sucks ass, all the area behind the gun store is used for nothing. Boats control like ass and are used for 4 or 5 missions, one plane, a few helicopters.
People that prefer Vice City over San Andreas enjoy bright colors and new wave shit music over actual quality.
True, people are being fooled by the atmosphere when it's not even that good cause IV has the best atmosphere.

Gta is one of the few games that gets better every time, with the exception of V vs IV being an ongoing debate.

IV vs V is just another example of that "the latest thing is shit, the last thing is great" shit that /v/ always does.
No one liked IV when it came out because it was boring, disjointed (compare the "world" that the TV and radio presents to the world that the game itself presents), pointlessly and boringly dark and gritty, and the vast majority of the gameplay changes were unwelcomed.
But then V comes out and suddenly IV's quality is revised up. It happens with EVERY new release in ANY game series. Just look at Fallout and The Elder Scrolls.
