I got gifted TF2 like a month before that happened. I'm so glad my limited time on TF2 was during the massive rage over that dumb halo.
I always used it and people would get so fucking mad at me, either because they didnt get one or cause they considered using a common hat to be a terrible thing for whatever shit reason.

No. They only gave it out once.
Everyone who played the game when it was given it but didn't get it the first time had an invisible item in their inventory that prevented them from getting it. They did this by checking for an item with the same name. SPECIFICALLY the name, as in what it the players sees in-game and not one of the internal names. So if something happened to change that name (like adding a suffix or prefix), they would no longer be prevented from getting it and it would change into it.
This is why everyone who used the program got it on September 30th, 2010.

the "cheat" was a program that "logged" you in to an idle server without you having to actually have tf2 on. Meaning you could idle and not have to deal with tf2 and hl.exe eating up your memory.
If you just idled in game with it open no one cared.
And yes debated to death for year. I idled using the program and still got the cheater lament when it first came out.
